Domestic security organizations must prioritize, focusing more on some risks and less on others. But most such organizations have difficulty comparing the magnitude of various risks. Are we more at risk from everyday street robberies? Or are we more at risk from a terrorist bombing on the subway? Or perhaps from a peaceful protest that turns violent?
Rscale uses an open book model to compare risks in a stakeholder workshop. Workshop participants discuss the intensity and the consequences of the risk, and reach consensus on the relative magnitude of the risks they face.
