Today, foreign travelers to the United States can depart via a land port of entry without the US government knowing about the departure. As a result the government does not know how many people have overstayed their visas, and how many have since departed. Could biometric technology be used to verify those who leave? Would such a system lead to long lines and major delays at the land ports?
The departure verification model allows policymakers to explore different technology approaches to land departure, with different infrastucture buildouts at each of the land ports bordering Mexico and Canada.
